The Government has introduced ElderShield, an affordable insurance scheme to help people who become severely disabled.

For the elderly group who are not able to be insured under ElderShield because of their age or existing disabilities, the Government has set up an assistance scheme, IDAPE, to help them. IDAPE provides financial help to needy Singapore citizens who become disabled and who needs some cash to cope with their medical bills or home care.

IDAPE provides monthly cash payouts to those who are "disabled". How much monthly cash payout they get depends on their household income. This money can be used to help pay for their medical bills, home nursing costs or even to hire a domestic help at home.
